This statewide community based competency restoration program serves clients referred by the Department of Children & Families and the Agency for Persons with Disabilities. The program serves clients who are adjudicated Incompetent to Proceed due to Mental Illness, Mental Retardation, or Dual Diagnosis. There a contracted program capacity for 129 services slots. Referrals are solely accepted from the Department of Children & Families, Juvenile Incompetent to Proceed Administrative Office located in Tallahassee, Florida. This multi-tiered program includes case management services, competency training, and forensic psychological evaluations. The Program is structured to intensively serve seven geographic regions throughout the State of Florida. Each region has a Regional Case Manager. These individuals possess an extraordinary amount of experience in the field of juvenile incompetence. Services provided by the Case management units include: assessing, planning, coordinating, referring, monitoring and linking the client and family to needed services. The Administrative Offices of “TOFOS” are located in Gainesville, Florida.

The Competency Training component is designed to provide competency training to each child for up to 5 hours a week on an individual basis. “TOFOS” utilizes a statewide network of independent contractors, who are approved to provide services following a thorough background screening process. These trainers have completed their secondary educational requirements, and all have at a minimum 2 years experience in this field.
Upon the determination of competency, “TOFOS” utilizes a statewide network of Psychologists and Psychiatrists to perform competency evaluations. These Forensic Evaluators are all licensed in the State of Florida. Additionally, all have completed the Juvenile Forensics Evaluator Training, administered by the Florida Mental Health Institute, U.S.F. Clients are evaluated, six months after admission, and every six months thereafter to determine their progression towards competency.
